Executed by performing two quarter-circle forward motions and punch, Cody stretches out his neck before winding his fist low to the ground. He then delivers a powerful uppercut that generates a giant tornado. If no directional input or button is pressed after the move, Cody rolls up both of his sleeves before dropping back in his stance.
As a stationary and bigger Criminal Upper, it has some use as an anti-air move. In order for it to be effective, Cody has to be within range and predict jump-in attempt. It can also nullify multi-hitting projectiles. While it may cost Cody 3 bars of his Critical Gauge, it can serve as a last-minute shield if his opponent attempts to score a KO with their Critical Art via chip damage. Because it has a total of eight hits, it can withstand Ryu's, or Juri's Critical Art projectiles.
Like most Critical Arts, this move is used to end combos to deal large amounts of damage to the opponent. Criminal Punisher can be cancelled from most of Cody's special attacks such as Ruffian Kick, Zonk Knuckle, or a few of his special moves from his first and second V-Trigger. He is also invincible to all of his opponent's attacks during the startup frames. However, the tornado only covers about half of the screen. It is also very unsafe on block.
