The Electric Thunder is Blanka's signature special attack since his introduction in Street Fighter II.
Description

By repeatedly pressing any punch button, Blanka rapidly crouches and flashes his body while conducting through his skin an electric tension of approximately 10000 volts. The strength of the move depends on the strength of the punch button pressed. If anyone comes in close contact with Blanka while he is emtting electricity, they will obviously be zapped, with big damage. Once the move is activated, Blanka cannot move until the move ends (by simply stopping the punch button tapping), so this move is considered a close-up defensive move. This makes it one of the few of Blanka's moves that does not fall under that category of "charge a direction for two seconds" criteria.
Although it may look like, this move does NOT make Blanka completely invulnerable because when he executes the shock, there is a very small spot on the ground (roughly below his head and hands) where he can be hit and thus broken out of his attack.
