Cold Low is one of Kolin's unique attacks, introduced in Street Fighter V.

Executed by performing a quarter-circle backward motion and pressing Medium Kick, followed by pressing down and Light Kick, then down and Heavy Kick, Kolin performs a backwards half-step spin with a forward dash follow-up. During the dash, she delivers a low kick to her opponent. Once the initial attack connects, Kolin follows up with her sweep; delivering a low roundhouse kick and then a heel kick that targets the midsection.

This move is one of Kolin's three target combos she can use that links from Medium Vanity Step. This combo forces her opponent to crouch block, since both attacks hit low. Kolin can try to open up her opponent and surprise them with this combo. If she is able to hit them with her first attack, then the second attack results in a guaranteed sweep.
While the damage and stun output is minimal, the low attacks can catch her opponent off-guard. Additionally, Kolin's sweep still maintains its properties. If the opponent does block the first hit of the sweep, she can cancel into her V-Trigger to make the target combo somewhat safe. However, like most target combos, Cold Low is very unsafe on block. Unless Kolin cancels her sweep into her V-Trigger, her opponent can easily punish her for some big damage.
