The move is based on the move Yoshiji Soeno used to intercept a falling coconut after Masutatsu Ōyama demonstrates the true karate chop against a coconut tree. Kenka Fudō (拳華) from Lucha Doll Mai (ルチャDOLL舞) also uses this technique.
Executed by performing a Shoryuken motion? and pressing punch, Makoto throws an extremely forceful punch straight upward. Unlike many other "anti-air" attacks, only opponents directly above Makoto can be hit with this.
This is somewhat compensated for by the fact that certain versions have her step forward a bit first - the stronger the punch button used, the further she goes forward. However, it can still be difficult to hit the opponent with. The EX Special version covers the most ground, often around 60% of the screen. The EX version is also capable of hitting grounded opponents and launching them (as of Ultra Street Fighter IV).
Given its strike range, its use may appear limited; however, it is useful for juggling in combos and deals a large amount of stun. Additionally, it is a perfect counter to an opponent's attempted cross-up. As an opponent is considered airborne after a certain number of frames following a Focus Attack crumple state, the Fukiage will connect at that point as if they were jumping.
Connecting with an EX Fukiage can lead to one of two things: either a second EX Fukiage or the player may jump cancel out of the attack and perform a medium Tsurugi, throwing the opponent back and finishing off with an EX Hayate if there is enough super meter to do so. Additionally, if an EX Hayate hits a grounded opponent close enough to the corner, it is possible to use a light Fukiage to juggle them if done fast enough.
Because of the change made to the EX variant in Ultra Street Fighter IV, it can now replace a Hayate after a standing hard punch in a post-Karakusa combo, leading into better damage opportunities than before.
The "fukiage" is a type of cactus (Agave stricta) with long upwards-facing spines. The literal translation is fuki (吹), meaning "blow" (as in wind), and age (上), meaning "to raise [up into the air]." This refers to the upward-windblown appearance of the cactus' spines, and also works as a literal description of what the move does to the opponent.
