The Galactic Tornado is one of Rufus's special attacks, introduced in Street Fighter IV.

Description
Executed by performing a quarter-circle forward motion and pressing punch, Rufus will spin like a top, sucking his opponent toward him. He will then finish off by throwing a palm strike toward the opponent, launching them.
Tactics
If the palm strike connects, it is possible for Rufus to use Space Opera Symphony while the opponent is vulnerable. The attack has Armor Break properties and works slightly differently depending on which punch button was pressed. If light punch is used, the spin is very brief. If either medium punch or heavy punch is used, Rufus can move toward his opponent while spinning by holding forward. In the EX Special version, he cannot move, but inflicts more damage.
