Lucia Morgan (ルシア・モーガン Rushia Mōgan?) is a character from the Final Fight series of beat 'em up games. She first appeared in Final Fight 3 and as one of the four playable main characters. She later made her Street Fighter debut as a playable character in Street Fighter V: Arcade Edition.



Lucia has very long, slender, muscular legs and short, blonde hair. She stands at an above-average height, having a toned physique and wears a fighting police outfit consisting of a blue sports bra with a brown under-cut vest and fingerless gloves, denim shorts, and tennis shoes. Her eyes are brown in the cutscenes and official artworks, but her sprite is blue-eyed. Her eyes being brown seems to be an awkward lighting or artistic choice as it seems her eyes are naturally blue in her Street Fighter appearance. This outfit is her "Nostalgia" costume in Street Fighter V.

In her Shadaloo C.R.I. profile artwork, she wears a similar outfit, except that her bra is now white and her gloves are blue.

In Street Fighter V, Lucia's hair has grown into shoulder-length with fringes in each sides and is tied into a small ponytail. She has a sprinkling of freckles across her face. She wears her dark blue cap adorned with her sunglasses. Lucia's outfit in the game consists of a blue long sleeved mini jacket with police emblems in each sleeves, folded into her cuffs. The collar of her jacket is dark blue. Underneath, she wears a bluish-gray sleeveless collared shirt with a tie in the center. Her sports bra is black, her denim shorts is darker and she wears a bluish gray and yellow stripped stockings, dark blue combat boots and pink soles. She wears fingerless gloves and elbow pads, with a cutout compression sleeve on her left arm. She also carries a tonfa baton which was holstered on the left of her waist.

Her second alternate costume, her battle costume, consists of a black combat vest with several pockets with a dark blue tank top underneath, matching shorts with a black belt around the waist and black combat boots. She also has a black gun holster on her right thigh to match up her kneepads and wears gray fingerless gloves with black linings. Lucia wears sunglasses and wears a black cap with the sign "MPS" (Metro Police Station) at the center of her cap.


Lucia is an enthusiastic, determined, and upright police officer who rather lets her fists do the talking than read by the book as most traditional officers do, she does every benevolent duty with a smile. She is supportive of those in her company, especially with Cody and Haggar. Behind this smile however is her inability to do housework, most notoriously cooking, exaggerated to the point that she possesses the bad cook trope found in prominent non-householding female action characters - be it game, anime or anything in between - where her cooking is so bad it is humorously poisonous (to the point of making Cody puke out of pure disgust). Despite her less-than-desired cooking skills, she makes up for it by staying diligent and hardworking to keep Metro City secured. She has shown to work very well with Guy and Hagger to take down the Skull Cross Gang years prior; and she acknowledges the friendship with Cody as well.

In her win quotes, it is shown that she shows respect to Cammy and Guile (due to their occupation in the military), and Chun-Li (whom she calls the "protector of peace"). Other times, she gives advice to Falke, Karin and Sakura, suggesting that they call the authorities if they have serious problems. Lucia also seems to admire Zangief for his physical prowess and wrestling abilities, and would like to see how he would do in a wrestling match against Haggar.

Lucia can be sometimes careless when it comes to food related, such as unintentionally leaving her ramen overcooked in her Character Episode, and forgot that she cannot cook shortly before she's too late to remember as Cody ate her failed curry rice and ended up fainted during Haggar's birthday in her Street Fighter V Arcade Ending. However, only Carlos who appears to like her bad cooking and no problem of eating four plates of her failed curry rice.


Lucia was possibly inspired by real life martial artist and martial arts movie star, Cynthia Rothrock, who was active around the time of Lucia's creation. Lucia's appearance (both are blonde and blue-eyed with similar short haircuts), fighting style (comprising mostly attention-grabbing kicks) and character archetype (Lucia is a cop, like many of the characters played by Rothrock) are all similar to her.

Other minor inspirations, specifically to how Final Fight 3 mainstays Dean and Stray are mentioned with a backstory of applied cybernetics, also appear to draw from the supporting character Detroit Police Department Officer Anne Lewis, as portrayed by actress Nancy Allen, from the speculative dystopian sci-fi movie series Robocop.

Character Relationships[]


Lucia and Cody are stated to be old friends in Final Fight 3 and in Street Fighter V. Cody respects Lucia's skills as a fighter and it's implied that they spar each other now and then. Lucia also looks out for Cody not just in his new position as mayor, but as her friend, advising him to keep his image clean in her story mode and win quote against him, likely so as to not give ammo to his political opponents. She also worries Cody's love for fighting may go overboard, as seen in her win quote against Akuma. Cody is also a victim of her cooking as seen in Lucia's Street Fighter V arcade ending.

Mike Haggar[]

Lucia has a lot of respect for Haggar, since he helped clear her of a false corruption charge prior to the events of Final Fight 3. She's also been shown to train with him occasionally, one of these sessions being where her flaming ki awakened as shown in one of her arcade endings in Street Fighter V. Even though he is no longer mayor of Metro City, Haggar still trusts Lucia to investigate things such as Mad Gear and to help keep an eye on Cody to not get into too much trouble as the new mayor. Her cooking seems to be one of the few things that terrify him.


Both are good friends to Cody and Haggar. They fought alongside each other against the Skull Cross Gang in Final Fight 3, along with Haggar and Dean. They seem to get along with no issues, however it's possible Lucia either doesn't know or just did not believe that Guy was an actual ninja, considering her win quote against Ibuki in Street Fighter V.



Presumably during Slam Masters series, Lucia met Haggar and trained with him at the gym, where she unknowingly manifested her flaming ki for the first time, much to their surprises.

Final Fight 3[]

A young and petite female detective in the SCU (Special Crimes Unit) from within the Metro City Police Department, Lucia interrupts Haggar as he's talking with Guy, informing them both that the city is under attack and from there, Lucia, who wishes to repay Haggar back with a personal act of kind gratitude due to the fact that he had previously cleared her of a false corruption charge joins forces with him, Guy, and a mysterious street fighter named Dean in order to fight against and defeat the Skull Cross Gang, who had established themselves as the new dominant criminal organization of Metro City following the downfall and destruction of the Mad Gear Gang.

Street Fighter V: Arcade Edition[]

Having been originally leaked in July 2019,[6] Lucia, along with E. Honda and Poison, was confirmed as a playable character in Street Fighter V: Arcade Edition, marking her debut in the Street Fighter games and her first playable appearance since Final Fight 3.

In her character story, she was making instant ramen noodles until Mike Haggar visits her who reminiscing about their previous mission to deal against the Mad Gear gang. At the request of Haggar, she then investigates the scrap metal house owned by Abigail, thinking he was still part of a Mad Gear gang and beats him. Upon realizing that Abigail is no longer with the Mad Gear gang as both her and Roxy were mocking him because of his ruined facepaint during the fight. Later which takes place after Cody's character story where he fought Guy's master Zeku and being scolded by Marlowe for damaging the street lights, she had a sparring match with him and Cody loses. Cody also remembers the old times when they teamed up together to deal against the Mad Gear gang and Lucia realizes that Cody is the same mayor who deals against people who do the shady work at night by making hands-on in his business. Upon returning home, Lucia was horribly shocked that she forgot to eat her ramen noodles for lunch and her noodles are revealed to be overcooked.

She also appeared in Poison’s story, having been informed that mayor Cody was attacked by a thug, referring to Poison, but Cody claims that he and Poison having had a “conversation” about their old days. Lucia was enlisted by Cody to take care of other things with Poison, and eventually began a heart to heart discussion with her after learning Poison had a fall out with Hugo.


Fighting style[]

Lucia's fights using self-taught kenpō and self-defense techniques.[1] She also uses a baton in battle.


Lucia is an agile fighter who utilizes kicks in most of her attacks. She has the ability to emit flames from her feet.

Some of her kicking abilities in Street Fighter V bears a resemblance to Blair Dame's Shooting Kick when she pulls off her combo against her opponents and other being Chun-Li's own special attacks. Her first V-Trigger is Burning Fight where her flaming kicks are amplified and her second V-Trigger is Weapon Fury where she pull off her combo on the opponent using several kicks and a few punches. Her Critical Art is Hard Hit Knee; Lucia delivers a jumping knee strike, followed by a high spinning kick. If any of the initial two hit connects, Lucia kicks her opponent into the air and leaps toward them and delivers a flurry of fiery spin kicks, ending with a Hurricane Spinner into her opponent's midsection, causing a huge explosion.

Most of Lucia's attacks are also very combo focused requiring button connections between attacks and some of her fist based attacks are slow but strong while her kicks are faster. Her grapples are meant to mimic her Final Fight throws, and her second V-Trigger has her using the baton.

  • There exists official artwork (seen in her gallery) of Lucia doing aerobics with Chun-Li, Maki and Rena, which suggests the four of them may be friends. The fact that both Lucia and Chun-Li are detectives, and the resemblance of the former's moves to Chun-Li's signature move, Hyakuretsukyaku, hints that Lucia may have trained in martial arts with Chun-Li.
  • An image of Lucia, Dean and Haggar can be seen in issue one of Udon's Street Fighter Unlimited comic series.
  • Her friendship with Cody was first mentioned in the back cover of Final Fight 3. They were first seen interacting with each other in Street Fighter V.
  • She is not very good at housekeeping and cooking, so she usually eats at a Vietnamese restaurant or prepares instant noodles.
  • Lucia shares her birthday with Edge from Rival Schools.
  • For years, it was rumored that her surname was Morgan. This was confirmed with her Street Fighter V trailer.
  • Lucia is the ninth Final Fight character to appear playable in the Street Fighter games.
    • She is also the first Final Fight 3 character to appear playable in a Street Fighter game, and also the second playable female protagonist from Final Fight to appear playable in one, the first being Maki.
  • In Street Fighter V, Lucia speaks with a Nuyorican accent, dubbed as "Metro city" accent by Capcom, and uses several Puerto Rican slang terms, such as "al garete"and “perdón.”
    • Lucia’s name is derived from Latin, which reinforces the hypothesis that she’s most likely of Spanish (Puerto Rican) descent.
    • In the Japanese version of the game, Lucia speaks in a Kansai dialect.
  • Lucia's theme in Street Fighter V bears resemblance to music heard in the introduction to Final Fight 3; during the portion, coincidentally, where Lucia makes her first on-screen appearance introducing herself.
  • In her winning quote against Ibuki, she seems surprised at the fact that ninjas exist, even though she's a personal friend of Guy's.
