"Reunion" is the thirteenth and final chapter of Act One in A Shadow Falls.

That night, after nearly escaping Shadaloo, Guile, Cammy, and Chun-Li rest in an another abandoned part of the city in New York. Chun-Li is slumped against a trailer car, exhausted and recovering from her defeat to M. Bison. Guile thanks Cammy for assisting them and asks her if she is after Shadaloo. The Delta Red soldier responds that she has been trailing them ever since the appearance of the Black Moons. Cammy also believes that Shadaloo is involved in New York's destruction. She then turns to Chun-Li and addresses on how she had lost her head in her fight against M. Bison; which she apologizes and promises to never let her emotions drive her again.
Chun-Li then focuses her thoughts on the other Black Moons, wondering how to stop them from going off. Regrettably, Cammy responds that she is unsure on how to stop the Black Moons. However, she informs her comrades that Shadaloo doesn't appear to have total control on all of the Black Moons; which Guile asks to elaborate. Cammy explains that she had heard the control keys of the Black Moons were stolen; either by someone who betrayed M. Bison, or by a spy who infiltrated Shadaloo. Guile then suspects that the stolen control keys are related to the missing hackers. When Cammy asks to elaborate, Chun-Li describes that a group of diverse hackers who had gone missing; including very young ones. Guile originally thought that a criminal organization was responsible for the kidnappings, until the Black Moons appeared. Cammy then wonders if the hackers had been forced or threatened to build the Black Moons, which Chun-Li confirms.
Determined to stop the other six Black Moons from detonating, the Interpol officer tries to stand up. Unfortunately, she collapses back to her knees, holding her midscetion, still recovering from her injuries. As Cammy tends to her partner's aide, she then pulls out a package and hands it to Chun-Li. Cammy describes that, before the Black Moons appeared, another Interpol agent was trying to deliver the package to Chun-Li, when Shadaloo attacked. The Delta Red agent explains that the person who sent the package, or the reason why the agent was attacked remains unknown; although she has her suspicions. Chun-Li opens the package and pulls out a star-shaped chess piece. Shocked that he has something similar, Guile promptly takes out a moon-shaped chess piece.
Before they can discuss about the pieces, the three hear the dreary footsteps of Charlie Nash approaching them. The way he stares at the three implicates that is targeting them. While Chun-Li is stunned at the apparent dead man before him, Cammy gets in her stance. However, Guile sticks his hand out, preventing the women from interfering. Just then, out of nowhere, Rashid happily enters the scene and trots toward the group. When he tries to greet them, Guile informs his partners to stay back, believing that Nash's appearance may be a trick. The Arab man steps back in shock that no one is paying attention to him. With Guile in his sights, Nash drops to his stance; ready to fight. Despite being nervous, Guile puts his guard up and engages.

Despite having similar training, Guile's hesitance of the man before him causes him to hold back. However, Nash remains focused on his goal. With strong resolve to defeat M. Bison, Nash shows his former protege no mercy.

Nash proved to be too strong for Guile as the USAF major collapses on one knee. Despite being defeated, Guile refuses to believe the man standing before him is his former superior officer. Guile stands back up, throws both of his arms forward and fires a Sonic Boom at his opponent. Unfazed, Nash puts his left hand up to deflect his attack. Instead, he stops the projectile in its tracks. Slowly, the energy of the Sonic Boom transfers into Nash's palm; creating a blue, spherical ki-force. Finally, Nash brings his hand in to absorb the entire projectile, surprising Guile in the process. Nash gazes at the dispersing energy in his hand, wondering what happening with his body.
Meanwhile, Rashid sits on a flatbed truck, previously observing the bout between Nash and Guile. Tired of being ignored, Rashid decided to make his move. Approached by both Cammy and Chun-Li, the Arab man leaps off of the truck and makes his grand introduction. He proclaims his identity and points at Chun-Li, demanding her to hand over the control piece in her possession without any resistance. Regardless of her injures, the Interpol agent drops to her stance. Beside her, Cammy gets ready to assist her partner and to join the fight. Unfortunately, Azam steps in front of her; preventing Cammy from interfering. Before the fight begins, Rashid states that the piece is important to him and that he must have it. He gets in his stance, ready to take the piece from Chun-Li no matter what the cost.
- FIGHT: Chun-Li vs. Rashid
Still injured from her last fight, Chun-Li didn't stand a chance against the young man. With his speed and control of the wind, Rashid apologizes to the Interpol agent before defeating her.

A kick to the chest send Chun-Li to the ground. In the process, the star-shaped control piece is knocked out out of her hands and into Rashid's possession. He apologies to his opponent before shifting his attention to the other side of the street, where the fight between Nash and Guile has concluded. Guile is laying face-down on the ground, apparently unconscious. Crouched beside him, Nash searches through his pockets until he finds and retrieves the moon-shaped control piece. Rashid tries to stop Nash, but he makes his escape without a word. Disappointed that he can only take one piece back, Rashid spins as fast as he can to create a giant tornado to conceal himself and Azam. As Cammy shield her eyes from the massive winds, the tornado lifts up the two men; allowing them to escape.

Trivia
- This marks the end of Act One, and the beginning of Act Two.
- When Cammy pulls out the package, fans question where she was storing the parcel, especially since she is in her Delta Red attire when first released.
- During the fight between Chun-Li and Rashid, Azam confronts Cammy to keep her from interfering. Whether these two fought or not remains unknown. Even so, it is unclear who won.
- While the stage's layout is similar to City of Chaos, there are noticeable differences.
- Besides taking place at night, there are fires blazing in the background behind the vehicles.
- The bronze ram statue is missing on the flatbed truck.
- The hotdog stand on the left side of the stage is missing.
- There are no people witnessing the battle(s) occurring.
Scene 1
[Later, the three heroes reconvene at another devastated part of the city, with some cars on fire. Chun-Li is resting against a pick-up truck, exhausted.]
Guile: Thanks for the help. You after Shadaloo?
Cammy: Yes. I've followed them since the Black Moons appeared. Shadaloo is involved with the destruction of New York.
[She turns to address Chun-Li.]
Cammy: Chun-Li, you completely lost your head in that fight.
Chun-Li: I'm sorry. I'll never act like that again. What about the Black Moons? How do we stop them from going off?
Cammy: I'm not sure yet, but it seems Shadaloo doesn't have the ability to completely control all of them at this time.
Guile: What do you mean by that?
Cammy: I've heard that the Black Moon's control keys were stolen. I don't know by whom. Perhaps someone betrayed Bison, or a spy infiltrated Shadaloo.
Guile: It might have a connection with the hackers incident.
Cammy: Incident?
Chun-Li: There's a group of computer hackers who've gone missing. Their ages, genders, nationalities all vary. Including some very young ones.
Guile: We'd been investigating this from all angles, such as a criminal organization was behind it. Then the Moons appeared.
[He turns to look at the Black Moon over the city.]
Cammy: Do you mean the hackers were coerced to build the Black Moons?
Chun-Li: Yes. Now we must stop the Moons from exploding in the other six cities.... Eeh!
[She tries to stand up, but a sharp pain forces her to collapse back to her knees, holding her injured midsection.]
Cammy: Take it easy. Oh yes, I need to ask something.
[Cammy takes out a parcel and hands it to Chun-Li.]
Cammy: This package. An Interpol agent was trying to deliver it to you before the Black Moons appeared. Shadaloo attacked him. Whoever sent it is unknown. Why the agent was attacked is also not clear. Though I can guess.
[Chun-Li unwraps the parcel. Once she finishes, Guile perks up at its contents.]
Guile: It's the same...
[He takes from his pocket one of the control keys - the objects similar to chess pieces - with a crescent moon shape on it, as Chun-Li holds another one with an eight-pointed star on it. Suddenly they hear footsteps. They turn their direction as a man walks slowly toward the group.]
Chun-Li: It can't be...!
[Charlie Nash appears, slowly moving dreary toward them. Chun-Li tries to walk toward him, but Guile puts his hand out to stop her.]
Guile: Wait.
[With an awful grasp of timing, the Arab man from before happily skips toward the group, accompanied by an older, larger man.]
Rashid: Hello my friends! So sorry to interrupt you, but I...
Guile: Stay back. This might be a trick.
Rashid: I'm being ignored?
[The socialite steps back in utter shock, while Azam crosses his arms with disappointment.]
Azam: Master...
[Anyway, back to the story, Guile enters his fighting stance as Nash stops, fits his glasses and enters his own stance as well. Guile is clearly nervous at facing his best friend, whom he thought dead for so long.]
Nash vs. Guile

- At 25% health (Guile): "Nash!"

Scene 2
[Defeated, Guile falls forward on one knee.]
Guile: Who are you... You're not...!
[He fires a Sonic Boom, which Nash stops with one hand, absorbing its power until he completely neutralizes it. This effort, however, seems to sap out his own strength. Guile watches, bewildered. Nash watches the power dissipate in his hand, not less appalled.]
Nash: What's happening to my body?
[Sitting on the bed of a nearby truck, the young Arab man looks somewhat annoyed.]
Rashid: Fine, you can keep ignoring me if you want. It actually makes it easier to take care of this.
[As he talks, he catches Chun-Li's attention, before jumping to his feet. He presents himself in a rather overblown way before taking on an offensive stance.]
Rashid: I am Rashid of the Turbulent Wind! I came here to take that piece. Just hand it to me quietly!
Azam: Master.
[In response, Chun-Li assumes a defensive stance, in which she is joined by Cammy. However, before the Delta Red soldier can step in, Azam steps in front of her; preventing Cammy from meddling with his master's fight. While reluctant that it has come to this, the young man is intent on taking matters into his hands.]
Rashid: Please understand that the piece is important to me! I must have it no matter what.
[He spins around, kicking up a small gust around him.]
Rashid: I hope you won't hate me for this!
Chun-Li vs. Rashid

- Pre-fight (Rashid): "I really can't tell you!"
- V-Gauge Full (Rashid): "I'll never fail!"
- V-Trigger Activation (Rashid): "Take that!"

- At 25% health (Chun-Li): "Tell me what it is!"
- Opp. 25% health (Rashid): "Why don't you just give up!"

Scene 3
[A kick to the chest knocks Chun-Li to the ground. The star-shaped key flies off her as she is kicked away, and Rashid catches it in mid-air.]
Rashid: Humble apologies!
[He then turns to see Nash fishing the crescent key out of Guile's pocket, as he lies unconscious.]
Rashid: Huh? Hey, why are you...?
[He starts for Nash, but his aide stops him.]
Azam: Master.
Rashid: Damn. We can only take this one back for now.
[Rashid spins around, conjuring a large pillar of wind around him and his aide, into which they disappear.]
