Everybody says that "Julia" was supposed to be Noembelu. It was a screw-up. It was a mistake. It was out of laziness. They ran out of time. It was in development and it got dropped. You're pretty much on point with what everyone else has said over the years. That stuff's been dredged up for a LONG time by now. I guess it's considered an official allegation, people take it as gospel. Capcom never brings it up though. There's really no tangible proof about it sadly. There aren't multiple sources on it either. There is the mention of why Juli is connected to T.Hawk despite her German name is "a mystery left behind" from All About Capcom. I got that from the Street Fighter Plot Canon Guide. I don't think it's concrete enough honestly to say one way or another on the Juli/Noembelu mess. It does point to it at the very least. I think the whole thing is pretty ambiguous in general.

I researched this myself to the best of my ability! The whole Juli/Noembelu Debacle pissed me off years ago to actually want to try to look into a Germany and Native American connection and that's what I found.
