The Tiger Storm is Sagat's Meteor Combo in the Street Fighter EX series.

Description
Executed by inputting two quarter-circle forward motions and pressing all 3 punch buttons with his Super Gauge at maximum, Sagat hammers down his opponent with a following hand-punch, then performs a leading hand uppercut in a step. After that, he knees with his following knee launching them with such great force that they are sent up in the air. Finally, Sagat charges up with energy fired in the form of a super-powered Tiger Shot/Cannon from his fists, which also sends the opponent a long distance. The opponent as they fall does also take the brunt of the blast itself when in the charging range, since they fall close to Sagat as he charges it up, adding extra hits to the move.
Timing each hit of the move in tandem with the extra inputs can make it so that Sagat can end up with a stronger Tiger Cannon at the end, increasing it in size and number of hits it will deal, and its color (with yellow being the smallest and weakest and magenta red being the largest and strongest). The extra inputs can only be done if Sagat connects any of the physical blows onto the opponent, and will also sport lightning effects per physical blow not unlike a Guard Break to signify the success of each extra input.
Tactics
If done from a distance, where no blows will connect, the move will instantly become its weakest. Regardless, it also counts as a full-screen projectile, but it's always best to use in a close-range combo to ensure you can perform the extra inputs and power up the move to max.
However, in EX3, it's harder to tell if the move is fully charged up or close to it due to having no indicator like in EX2 Plus.
