Tobi Hiza (飛び膝 Flying Knee?) is one of Oro's unique attacks, introduced in Street Fighter III: 3rd Strike.

Description[]
Executed by pressing forward and Medium Kick, Oro jumps forward and rams into the opponent with his knee. If no directional input or button is pressed after the throw, Oro tosses and catches his turtle before returning to his stance.
Tactics[]
In Street Fighter III: 3rd Strike, Tobi Hiza mainly serves as an Oro's overhead attack, which can be used to catch his opponent off-guard if they are crouch blocking. In Street Fighter V, this move loses its overhead properties. Instead, it becomes a mid-range poke that has Oro airborne during the startup and active frames of his attack. This not only allows him to avoid low profile attacks, but also keep Oro safe from his opponent's throws.
Tobi Hiza is -4 on block and -2 on hit. Unless this move is well-spaced, Oro may be vulnerable for his opponent's punish if he lands too close to them. While it has less range than Kaeshi Genkotsu, Oro can get better frame advantage if he hits his opponent with the latter half of the move, allowing him to link into Stand Light Punch or Light Kick for a follow-up combo. While Tengu Stone is active, Tobi Hiza can be used repeatedly as Oro remains within range for the stones to hit.
