Vincent is an employee of S.I.N. who works as S.I.N.'s external relations. He makes his only appearance in the second issue of the Street Fighter IV comic series.
Biography
He is seen in Russia making a deal with a guy. His deal is interrupted when Abel throws a smoke bomb and attacks the guy and his associates. Vincent is intimidated by Abel and gives him the only information he knows of which was that C. Viper is the one taking fighters around the world and she is currently getting her last target which is Sakura in Japan.
